Opportunity Information: Apply for 18 546
The Tribal Colleges and Universities Program (TCUP) is a National Science Foundation (NSF) grant program designed to strengthen STEM education, research, and outreach at TCUP-eligible institutions, including Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions. In TCUP, "STEM" is interpreted broadly and includes not only the natural sciences and engineering, but also many social and behavioral sciences such as sociology, psychology, anthropology, economics, and statistics. The overall purpose is to build long-term institutional capacity, improve the quality of STEM programs, and expand Native participation in STEM pathways and careers. The program also strongly encourages projects that include activities benefiting veterans.
TCUP offers several different funding tracks to match an institution's needs, from early planning to large-scale implementation and multi-institution partnerships. One major area is transformative capacity building, which supports institutions in making meaningful, lasting improvements to STEM instruction and research infrastructure. Within this area, Instructional Capacity Excellence in TCUP Institutions (ICE-TI) funds comprehensive, institution-level efforts to design, implement, and assess improvements in STEM teaching and research capacity. ICE-TI projects are meant to be transformative, focusing on increasing the number of STEM students and improving student preparation by strengthening courses, programs, faculty capacity, and undergraduate research experiences. These projects often involve developing or adapting evidence-based teaching models and materials, reflecting how students learn best in STEM, and bringing current disciplinary advances into the undergraduate curriculum.
For more focused improvements, Targeted STEM Infusion Projects (TSIP) support short-term, well-defined goals that can quickly raise the quality of undergraduate STEM education. Examples include updating curricula, modernizing lab or research equipment, improving computational infrastructure, or intentionally incorporating traditional knowledge into STEM coursework in a systematic way. TSIP is a good fit when an institution has a specific gap or upgrade that can produce clear near-term benefits for students and faculty without the scope of a full institutional transformation project.
Another capacity-building option is the TCU Enterprise Advancement Centers (TEA Centers) track. TEA Centers are designed to bring together STEM and/or STEM education research expertise into a coordinated team that serves the goals and needs of the chartering tribe(s) or reservation community. These centers can target critical community priorities or enable a scale of research, design, innovation, or applied problem-solving that is too large for a typical single-investigator grant and may be relevant across multiple tribes. In practice, TEA Centers function as a hub that aligns STEM work with community-defined aspirations and practical outcomes.
For institutions that are earlier in their TCUP journey, Preparing for TCUP Implementation (Pre-TI) supports readiness and planning activities for institutions that have never received a TCUP Implementation-level award. Pre-TI funding can help an institution evaluate its current STEM instructional capacity, conduct assessments, and convene the conversations needed to create a shared vision for improvement and a realistic plan to achieve it. Allowable activities include staff and faculty release time, travel, stakeholder meetings or gatherings, and related administrative costs. The intent is to help institutions build the foundation required to compete successfully for larger implementation projects later.
TCUP also supports multi-institution collaborations led by TCUP institutions. Partnerships for Geoscience Education (PAGE) funds collaborations aimed at strengthening geoscience instructional capacity at TCUP institutions, improving student recruitment and retention in geosciences, and expanding access to internships and research experiences needed for a complete curriculum. PAGE partnerships also encourage connections with partner universities to provide strong academic preparation and smoother transfer or degree progression for students pursuing geoscience credentials. Partnerships for Documentary Linguistics Education (PADLE) follows a similar model, but focuses on documentary linguistics, including descriptive linguistics, computational methods, archiving, and preservation. PADLE supports building instructional capacity, creating opportunities for student internships and research, and engaging university partners to support training and successful pathways for students who want to continue in documentary linguistics.
For individual faculty scholarship and smaller-scale research growth, TCUP includes Individual Investigator Studies. Small Grants for Research (SGR) support faculty at TCUP-eligible institutions who want to initiate or advance research in STEM disciplines or STEM education, often with undergraduate or graduate student involvement. SGR awards are intended to build a faculty member's research capability and effectiveness, improve research and teaching at the home institution, create and test innovations in STEM teaching and learning, and expand understanding of participation and success for diverse groups in STEM education. They are also positioned as a practical tool for recruiting and retaining strong STEM faculty at TCUP institutions by providing a viable way to maintain an active research agenda.
Another individual-focused opportunity is SEA-PHAGES in TCUs, which supports Tribal Colleges and Universities in participating in the SEA-PHAGES curriculum and national research effort managed by the Howard Hughes Medical Institute (HHMI). Under this track, NSF provides support for the aspects of participation not covered by HHMI, while HHMI provides the standard SEA-PHAGES support offered across participating institutions. The work engages faculty and students in isolating, identifying, sequencing, and analyzing newly discovered mycobacteriophages, helping institutions strengthen biology curricula, build undergraduate research programs, and provide faculty professional development through an established national research-education network.
Administratively, this TCUP opportunity is offered by NSF as a discretionary grant program within the science and technology research and development category. The opportunity referenced (Funding Opportunity Number 18-546) listed an award ceiling of $3,000,000 and anticipated 47 awards, with an original closing date of June 11, 2018. Overall, TCUP is structured as a suite of pathways that lets eligible institutions pursue everything from planning and targeted upgrades to comprehensive transformation, community-aligned centers, multi-institution partnerships, and faculty research development, all with the central aim of strengthening STEM ecosystems and expanding Native participation in STEM fields.Apply for 18 546
