On top of those general requirements, institutions applying specifically under the Alaska Native or Native Hawaiian-serving category must certify that they meet the required undergraduate enrollment threshold: at least 20 percent Alaska Native students for Alaska Native-serving institutions, or at least 10 percent Native Hawaiian students for Native Hawaiian-serving institutions. Applicants must submit a signed assurance form (included in the application package) executed by an authorized institutional official.

A key gatekeeping step is that only institutions the Department has formally determined to be eligible (or those granted a waiver through the Department’s eligibility waiver process) can apply. For cooperative arrangement projects, the lead institution must be an eligible institution, but partner organizations do not have to be eligible institutions. Also, institutions that already hold an Individual Development Grant or a Cooperative Arrangement Development Grant may still participate as partners in other cooperative arrangement applications.

There are important restrictions related to overlap with other federal institutional strengthening programs, especially the Developing Hispanic-Serving Institutions (HSI) Program under Title V of the HEA. A current Title V HSI grantee cannot simultaneously receive a grant under any HEA Title III, Part A program, which includes ANNH and several other Title III programs (such as Strengthening Institutions, Tribally Controlled Colleges and Universities, AANAPISI, Predominantly Black Institutions, and Native American-Serving Nontribal Institutions). In addition, a current Title III, Part A or Title V grantee cannot give up an existing grant just to receive an ANNH grant. An institution that is eligible for HSI but not currently funded under Title III, Part A or Title V may apply across the programs for which it is eligible and may also be considered for HSI, but if selected it may ultimately receive only one grant, consistent with 34 CFR 607.2(g)(1).
